What is the Model of your Mac?:
Note that an Apple computer cannot install a macOS that was releases prior to the date of manufacturing. So, if El Capitan was released prior to this model, then this is not an option. So, what is the year of this MacBook Pro? To find out: Go to: Apple menu > Select: About This Mac > View: Second Line-Down.

Click on the download link that shows up, and enter the personal redemption code given to you. Open the downloaded Mac OS X El Capitan software and preview the file in the Applications folder. Click “Continue” and then select “Agree”. Click on “Install” and then enter your admin password. Purchase Mac OS X Lion installer on the Apple Store. When it was still Lion DiskMaker, DiskMaker X had the ability to burn DVDs too. Older versions are available here. Download DiskMaker 2.0.2 ( ZIP file, about 3 MB). NB: this version of DiskMaker X is not able to build a Mavericks installer from Mac OS X 10.6.8.

Go Here: How to reinstall macOS from macOS Recovery - Apple Support. Important: Be certain to create a backup of your Mac prior to all of this. That way, you can have something to restore from the Mac from, should anything go wrong with the reinstall. Once reinstalled, try this once more.
